Abstract
Sigurnost i održiva mobilnost predstavljaju veliki izazov gradovima budući da je cilj predložiti i realizirati nova, suvremena, pametna rješenja kako bi se eliminirala nepovoljna postojeća rješenja koja imaju nepovoljne ekološke i društvene posljedice. Ovaj rad bavi se problematikom prometnih tokova na području Zapadnog kolodvora u Zagrebu, gdje se nalaze dva željezničko-cestovna prijelaza koja zbog intenzivnog željezničkog prometa karakterizira veliki udio vremena kada su branici spušteni i time onemogućavaju i usporavaju slobodno kretanje cestovnog prometa. Posljedice su duga vremena i repovi čekanja u cestovnom prometu, velike emisije ispušnih plinova, ali i nepoštivanje zabrane prolaska biciklista i pješaka, naleti vozila na spuštene branike, a zabilježen je i naleta vlaka na pješaka sa smrtnim posljedicama. Zbog toga, navedeni željezničko-cestovni prijelazi predstavljaju prometne točke visokog rizika, a to ujedno ukazuje i na nisku razinu urbane mobilnosti. Kontinuiranim promatranjem i brojanjem te istovremenom edukacijom sudionika u prometu željelo se uvidjeti utjecaj na prometnu disciplinu i kulturu prekršitelja prometnih propisa te utvrditi temeljne prometne parametre kojima će se iznaći dugoročno prometno rješenje za otklanjanje barijera slobodnijem kretanju prometnih tokova na području Zapadnog kolodvora. Na temelju provedene analize predložena su nova prometna rješenja za otklanjanje problema prometnih tokova na području Zapadnog kolodvora i unaprjeđenje prometnog sustava u cjelini. Kako bi se izabralo optimalno rješenje, za predložene varijante novog rješenja, provedena je višekriterijska analiza primjenom metode Analitičkog hijerarhijskog procesa uz korištenje programskog alata Expert Choice. Na kraju je izrađena analiza osjetljivosti te određeno optimalno prometno rješenje koje će doprinijeti povećanju sigurnosti, protočnosti, smanjenju repova čekanja, povećanju urbane mobilnosti te poticanju ekološke osviještenosti i u konačnici održivom prometnom sustavu. Za optimalno rješenje autor je izradio i simulacija u programskom alatu PTV Vissim.

Urban mobility is a major challenge for cities because the aim is to propose and implement a new, modern, smart solutions in order to eliminate unfavorable existing solutions that have adverse environmental and social consequences. This paper deals with the problems of traffic flows in the area of Zapadni kolodvor railway station in Zagreb, where are also two rail-road level crossings with a large proportion of time when the bumpers are down due to the intensive rail transport. The crossings are preventing the free movement of road traffic. The consequences are long waiting times and the queues in road traffic, large exhaust gas emissions, but also a failure to comply with restriction by cyclists and pedestrians, vehicle impacts on the lowered bumpers and a few cases when train hits pedestrian resulting in death. Because of that, mentioned rail-road crossings are traffic points of high risk level, which also means there is a low level of urban mobility. Through continuous observation, traffic counting and simultaneous education of the traffic participants, it was planned to see the influence on traffic discipline and traffic restriction offenders culture and to establish the basic traffic parameters by which a long-term traffic solution for the removal of barriers to more free movement of traffic flows in the Zapadni kolodvor railway station area could be found. After evaluating of traffic parameters, an alternative solutions for traffic flow problems in the area of the Zapadni kolodvor and improving the whole traffic system have been proposed. To choose the right solution, the Analytic Hierarchy Process method, which belongs to the group of multi-criteria decision making methods, in the "Expert Choice" program tool. In the end, a sensitivity analysis was made and the optimum transport solution was proposed, that will contribute to increasing security, flow, reducing waiting queues, increasing urban mobility and encouraging environmental awareness and ultimately sustainable transport system. For optimal solution is made simulation in software tool PTV Vissim.
