Abstract
Sigurnost prometa na cestama jedan je od najvažnijih problema današnjice. Prema podacima Svjetske zdravstvene organizacije, u svijetu na cestama godišnje pogiba oko 1.240.000 ljudi, što je više nego u svim ratovima koji se trenutno vode u svijetu zajedno. Glavna tri čimbenika u sustavu sigurnosti prometa su čovjek, vozilo i infrastruktura (cesta), čiji su sastavni dio i tuneli. Iako je udio prometnih nesreća u tunelima proporcionalan dužinskom udjelu tunela na cestama, zbog specifičnosti tunela, slične prometne nesreće u tunelima mogu imati značajno teže posljedice nego ukoliko se dogode na otvorenim dijelovima ceste. Ovo se posebice odnosi na one prometne nesreće koje rezultiraju požarom, rasipanjem opasnih tvari, a uvažavajući tunel kao zatvoreni prostor gdje dim može biti koban, za razliku od otvorenih dionica cesta. Stoga cestovni tuneli, kao najizazovniji dio sigurnosnog čimbenika "infrastruktura/cesta", zahtijevaju poseban pristup, od zakonske regulative vezane za cestovnu infrastrukturu, projektiranja, izgradnje pa do upravljanja prometom.

Road safety is one of the most important issues of today. According to the World Health Organization, on the world's roads annually die about 1.24 million people, which is more than in all the wars that are now taking place in the world together. The main three factors in the traffic safety system are human, vehicle and infrastructure (roads), of which part are tunnels. Although the proportion of traffic accidents in tunnels is proportional to the longitudinal proportion of tunnels on the roads, because of the specificity of the tunnels, similar traffic accidents in tunnels can have significantly more serious consequences than if they happened on the open parts of the road. This is particularly related to traffic accidents that result in fire, dispersion of dangerous goods, especially when taking into account that tunnel is a closed space where smoke can be fatal, as opposed to the open road sections. Therefore, road tunnels, as the most challenging part of the safety factors "infrastructure / roads", require a special approach, starting from legislation relating to road infrastructure, design, construction to the traffic management.
