Abstract

Izvanrednim se situacijama smatraju situacije za vrijeme ili nakon izvanrednog događaja, a širi pojam od njih je izvanredno stanje. Izvanredne situacije mogu uzrokovati različite probleme na kritičnoj infrastrukturi i u različitim gospodarskim djelatnostima te dovode do potrebe evakuacije stanovništva. Djelovanje u slučaju nastanka određene situacije regulira se zakonskim aktima. Za upute operativnim snagama izdaju se priručnici o operativnim postupcima. Provođenje mjera zaštite i spašavanja, među kojima su i pomoć stradalima, evakuacija, sanacija, uvelike ovise o organizaciji prometnih tokova. Prometnim tokovima upravlja se tako da dolazi do što manje točaka konflikta. Analizom posebnosti kod nuklearnih nesreća, požara i poplava i proučavanjem svjetskih modela, zaključeno je da se upravljanje prometom u kriznim i izvanrednim situacijama zbog posebnih okolnosti razlikuje od upravljanja u svakodnevnim uvjetima.

Abstract (english)

Unforeseen circumstances are those that occur at the time or after an unplanned event, and the broader term is the state of emergency. Unforeseen circumstances can cause various problems on the critical infrastructure in different economic fields, and they lead to an evacuation of the population. The activities in the case of a certain situation are regulated by legislative acts. Textbooks on operating procedures are published for operating forces. The implementation of protection and rescue measures, including victims' assistance, evacuation and rehabilitation, largely depends on the organization of traffic flows. Traffic flows are managed in a way that there exist as few points of conflict as possible. By analyzing the particularities in certain unforeseen circumstances and studying various models in the world, it was concluded that traffic management in crisis and emergency situations is different from everyday management due to unforeseen circumstances.
