Abstract
Osnovna tematika ovog završnog rada je koncept ograničenja brzine (engl. speed limit control), njegova primjena u raznim prometnim situacijama, te prilagodba na postojeći promet kako bi se uspjela osigurati veća sigurnost i protočnost te povećati kapacitet prometnice bez fiziĉke nadogradnje. U ovom radu su izneseni primjeri implementiranja ograničenja brzine u svijetu, te mogućnosti implementacije u Republici Hrvatskoj. Osim navedenog koncepta, rad se dotiče pitanja novo razvijenih koncepata kao što su kontrola priljevnih tokova (engl. ramp metering), kontrola spajanja traka (engl. merge control) i koncept mjerenja razmaka (engl. gap metering) koji bi mogli pospješiti učinke ograničenja brzine ili kojima bi koncept ograničenja brzine mogao biti nadogradnja. Opisane su i temeljne značajke za rad sustava te preporuke na europskoj razini. Primjeri implementacije uzeti su iz svjetskih sustava upravljanja prometom, tematika i razvoj koncepta se bazira na Europskim preporukama i Europskoj ITS arhitekturi, radi lakšeg razumijevanja funkcioniranja prometnih procesa.

Parallel abstract (English)
The basic topic of this final paper is the speed limit control concept, its use in various traffic situations, its adaptation onto the existing traffic to ensure greater safety and flow of traffic, and to increase capacity of the road without physical upgrades. This paper presents examples of implementation of speed limits in the world, including the effects, and the possibilities of implementation of speed limits in Croatia. In addition to this concept, the paper considers the question of newly developed concepts such as ramp metering concept, merge control and the concept of gap metering, which could enhance the effects of the speed limit control, or to which the speed limit control would be an upgrade. This paper also describes basic features of system performance and recommendations on a European level. Even though the examples of implementation have been demonstrated from the traffic control systems worldwide, the theme and the concept development is based on European recommendations and European ITS architecture described in the beginning of this paper to facilitate understanding of the transport process functioning.
