Abstract

Građani ili pravne osobe pred javnopravnim tijelima ostvaruju svoja prava kroz upravne postupke, dok javnopravna tijela postupaju u upravnom postupku temeljem Zakona o općem upravnom postupku. Temeljni dokument kojim se uređuju poslovni procesi javnopravnih tijela u Republici Hrvatskoj je Uredba o uredskom poslovanju. U srpnju 2021. godine na snagu je stupila nova Uredba o uredskom poslovanju čijim je prijelaznim odredbama bio postavljen rok za prilagodbu informacijskih sustava uredskog poslovanja do 1.1.2023. godine. Novom Uredbom o uredskom poslovanju poslovni procesi javnopravnih tijela orijentirani su primarno na elektroničko uredsko poslovanje s ciljem povećanja efikasnosti i transparentnosti, što predstavlja veliku promjenu u načinu rada javnopravnih tijela. Temeljna tehnologija kojom se omogućava elektroničko uredsko poslovanje je primjena elektroničkog potpisa. Zbog opsežnosti promjena i novih tehnologija, prilagodba novoj Uredbi o uredskom poslovanju predstavlja izazov javnopravnim tijelima, te se većina javnopravnih tijela još uvijek nije prilagodila. Istražene su moguće poteškoće i rješenja u prilagodbi Uredbi o uredskom poslovanju te je analizirano postoje li preduvjeti za primjenu elektroničkog uredskog poslovanja u javnopravnim tijelima.

Abstract (english)

Citizens or legal entities exercise their rights before public law bodies through administrative proceedings, while public law bodies act in administrative proceedings based on the General Administrative Process Act of the Republic of Croatia. The basic document regulating the business processes of public law bodies in the Republic of Croatia is the Regulation on office management. In July 2021, the new Regulation on office management entered into force, the transitional provisions of which set a deadline for adapting the information systems of office management until January 1, 2023. With the new Regulation on office management, the business processes of public law bodies are oriented primarily towards electronic office operations with the aim of increasing efficiency and transparency, which represents a major change in the way public law bodies work. The basic technology that enables electronic office operations is the application of an electronic signature. Due to the extensive changes and new technologies, adaptation to the new Regulation on office management is a challenge for public law bodies, and most public law bodies have not yet adapted. Possible difficulties and solutions in adapting to the Regulation on office management were explored, and it was analyzed whether there are prerequisites for the application of electronic office operations in public law bodies.
