Abstract
Sigurnost u zrakoplovstvu strogo je regulirana zbog ozbiljnosti posljedica mogućih nesreća i nezgoda. Kontrolori zračnog prometa moraju biti kvalitetno osposobljeni kako bi sigurnost zračnog prometa bila osigurana. Proces osposobljavanja kontrolora zračnog prometa je dugotrajan i također strogo reguliran, posebice u Europskoj Uniji. Cilj ovog diplomskog rada je izraditi indikatore sigurnosti kako bi se mogla ustanoviti kvaliteta procesa osposobljavanja jer dosad takvi indikatori nisu definirani zbog pretpostavke da je utjecaj studenata kontrolora na sigurnost zračnog prometa vrlo nizak. U radu su identificirana tri rizika u procesu osposobljavanja te su za svaki rizik definirana po dva indikatora sigurnosti. Stvarne podatke o osposobljavanjima nije bilo moguće dobiti pa su u radu korišteni pretpostavljeni podaci. Svrha pretpostavljenih podataka je na primjeru objasniti tumačenje rezultata definiranih indikatora. Zaključeno je da studenti mogu negativno utjecati na sigurnost zračnog prometa u fazi osposobljavanja na radnom mjestu te da bi bilo korisno implementirati praćenje definiranih indikatora sigurnosti u sustave upravljanja sigurnošću pružatelja usluga u zračnoj plovidbi i organizacija za osposobljavanje kontrolora zračnog prometa.

Safety in aviation is strictly regulated because of the seriousness of consequences of potential accidents and incidents. Air traffic controllers must be well trained so that the safety of air traffic is assured. The process of training of air traffic controllers is long-lasting and also strictly regulated, especially in European Union. The aim of this graduate thesis is to develop safety indicators that will help determine the quality of the training process. This kind of indicators have not been defined before because of the assumption that student air traffic controllers’ impact on safety of air traffic is very low. This thesis identifies three risks in the training process and defines two safety indicators for each of the identified risks. It wasn’t possible to obtain actual data on air traffic controller training which is why assumed data was used. The purpose of assumed data is to demonstrate and explain how to interpret the results of the defined safety indicators. It was concluded da students could adversely affect the safety of air traffic in the on-the-job training phase, and that it would be beneficial to implement the monitoring of these safety indicators in the safety management systems of air navigation service providers and air traffic controller training organizations.
