Abstract

Cilj procesa alociranja slotova na zračnim lukama je ravnopravna mogućnost korištenja mogućnosti slijetanja ili polijetanja za sve zračne prijevoznike na određenu zračnu luku. Zračne luke uvođenjem slotova mogu prihvatiti i otpremiti zrakoplove, putnike i teret bez zagušenja ili prekoračenja kapaciteta same zračne luke. Proces alokacije je stavljen u zakonske okvire koji ne dozvoljavaju zloupotrebu samoga slota u financijsku korist ili zloupotrebu ekonomske moći da bi se odstranilo konkurenta s tržišta. Međunarodna udruga za zračni prijevoz kroz slot radne konferencije regulira sami proces i nadzire odnos između zračnog prijevoznika i zračne luke. Slot radna konferencija omogućuje transparentnu i ravnopravnu raspodjelu slotova. Ekonomska korist koja se može izvući iz samoga slota predstavlja veliku prijetnju ravnopravnosti i transparentnosti, jer nije točno definiran vlasnik slota, a vlasnikom se smatraju sve tri strane: zračna luka, zračni prijevoznik i državna vlast, u čijem se zračnom prostoru prometuje.

Abstract (english)

The goal of the airport slots allocation process is an equal possibility of using the possibilities of landing or take-off for all air carriers at that airport. Introductions of the slots, airports can accept and dispatch aircraft, passengers and cargo without congestion or exceeding capacity of the airport. The process of allocation is placed in the legal framework that not allow the abuse itself slots in financial benefit or abuse of economic power in order to remove a competitor from the market. International Air Transport Association through the slot working conference regulates their own process and monitors the relationship between the airline and the airport. Slot working conference provides a transparent and equitable allocation of slots. The economic benefit that can be drawn from the slot is the major threat to equality and transparency, because it is not exactly defined the owner of slots, and the owner are considered by all three parties: the airport, airline and government authorities, in whose airspace runs.
