Abstract
Upravljanje ljudskim potencijalima kao poslovna funkcija objedinjuje poslove i zadaće vezane uz ljude, njihovo pribavljanja, izbor, obrazovanje i druge aktivnosti osiguravanja i razvoja zaposlenih. Ljudski potencijal je ukupna intelektualna i psihička energija koju organizacija može angažirati za ostvarivanje ciljeva i razvoja poslovanja. Menadžment ljudskih potencijala predstavlja medij ili alat kojm organizacija rukovodi, djeluje i kontrolira zaposlenike. Kadrovska služba u hrvatskim prometnim poduzećima pretežito je organizirana kao odjel u velikim prometnim poduzećima ili dio odjela u malim prometnim poduzećima. Ljudski su resursi značajan izdatak ili trošak opslovanja prometnih tvrtki, ali bez ljudi nijedna prometna tvrtka ne može ostvariti svoje ciljeve. Motiviranje u najužem smislu se može objasniti kao poticanje ljudi na ostvarivanje ciljeva tvrtke i osobnih ciljeva, a ti se ciljevi međusobno isprepliću i često realizacija jednih neizravno, ali istodobno znači realizaciju drugih. Zanimljiv i izazovan posao čini motivaciju za njegovo obavljanje višom, a život više ispunjen. Zaposlenika se može motivirati materijalno i nematerijalno, a poduzeće Hrvatske autoceste nalaze rješenje u oba načina motivacije, te je poslodavcu bitno da njegov radnik bude motiviran.

As a business function, managing human resources incorporates work and tasks related to people, bringing them in, selecting and educating them, and also, securing and developing those employed. Human resources represent total intellectual and physical energy that is contained in an organization and is ready to be engaged in achieving goals and business development. Human resources management represents a media or a tool, used by an organization to manage, influence and oversee employees. In Croatian traffic companies, personnel services are mainly organized as departments in large traffic companies, or as parts of departments in smaller companies. Human resources make a significant expense for traffic firms, but neither of them can achieve their goals without people. Motivating, in the strict sense, can be explained as encouraging people to achieve both company and personal goals, when those goals are intertwined, and so it is that, indirectly, realization of one means realization of the other. A challenging and interesting job increases the motivation to perform and makes one's life more fulfilled. And employee can be motivated materially and immaterially. The company Hrvatske autoceste has found a solution in both of these forms of motivation, and what matters to the employer is keeping his worker motivated.
