Abstract

Osnova unaprijeđenog fleksibilnog upravljanja zračnim prostorom je ponajviše ta, da se ovaj koncept nadoveže i usavrši na postojeći koje se koristi. Koncept fleksibilne upotrebe zračnog prostora temelji se na principu da zračni prostor više ne bi trebao biti utvrđen kao civilni i vojni, već bi trebao predstavljati jedan kontinuum, odnosno da se upravljanje vrši na dnevnoj bazi. Implementacijom unaprijeđene verzije fleksibilne upotrebe zračnog prostora, povećala bi se efikasnost upravljanja zračnim prostorom u odnosu na stari koncept. Također bi postojale tri razine upravljanja zračnim prostorom, ali bi one bile još više koordinirane međusobno. Jedinica za upravljanje zračnim prostorom i Jedinica za upravljanje protokom zračnog prometa više ne bi bile odvojene, nego bi se vršila zajednička kooperacija tri jedinice: Jedinice za upravljanje zračnim prostorom, Jedinice za upravljanje protokom i kapacitetom i Jedinice za pružanje usluga u zračnom prometu. Uvode se novi sustavi upravljanja, kao što je LARA sustav i Plan mrežnih operacija.

Abstract (english)

The basis for the Advance flexible use of airspace concept is that, this new concept must improve the existing ones. It is necessary to define one continuum in the airspace, which civil and military users will use flexibly on a day to day basis. By implementing an improved version, the efficiency of airspace management will be increased. There would also be three levels of management, but they will be more coordinated with each other. The Airspace Management Cell and Air Traffic Flow Management, would no longer be separated, they will be three new units: Air Space Management, Air Traffic Flow and Capacity Management and Air Traffic Services. New management systems are introduced, such a LARA system, and Network operations plan.
